Invitation to Bid – Hartford, CT
Pope Park Zion, LLC, (PPZ), the Owner, seeks proposals from qualified sub-contractors for the rehabilitation of four properties. Each property will be multi-family as follows: 39 Madison – 2 Family, 41 Madison — 3 Family, 45 Squire — 3 Family, and 47 Squire — 3 Family, all located in South Central Hartford CT. The project will be built in one phase; construction will be concurrent on all properties.
Bid proposals for divisions of work, Sections 1-4, 6-11, 15, 16 are invited. Owner will be supplying materials for selected items.

Interested parties can gain access to the plans through DROPBOX upon request. Arrangements can be made to view a paper version of the plans and specifications.

Bid proposals must be delivered to Pope Park Zion, LLC, 207 Washington Street, Hartford, CT 06106, on or before June 29th, 2021 at 3:00 PM. No oral, telephone, email, or telegraphic proposals will be considered. All bids shall stand available for acceptance for a period of 90 days from the date proposals are received.
This contract is subject to state set-aside and contracts compliance requirements. The Owner is compelled to hire sub-contractors as follows. Seeking SBE and MBE proposals for all trades.
The contractor who is selected to perform this State project must comply with CONN. GEN. STAT. §§ 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5.
State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN. GEN. STAT. § 4a-60g. (25% of the work with DAS certified Small and Minority-owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate a good faith effort to meet the 25% set-aside goals.
Division 9, Finishes, and Division 2, Site Work will be set aside for MBEs.
